Both reduce emissions by encouraging the lowest-cost emissions reductions, and they do so without anyone needing to know beforehand when and where these emissions reductions will occur. They all put a price on pollution (for example, see carbon price), and so provide an economic incentive to reduce pollution beginning with the lowest-cost opportunities. Carbon cap-and-trade systems have been adopted by 39 national and 23 sub-national jurisdictions across continents.
